How to add Boundary Condition to Ordering Rule:
1) Under "Products" menu on the left side of Builder 
2) Select "Price Sets" 
3) Click "Ordering Rules" 
4) Double Click the Ordering rule you need to edit
5) Right click under "conditions"
6) Select "Add Condition"​ 
7) Click "Boundary Condition" within drop down menu
Here you can dictate the cart amount boundaries such as "Cart" between "101.00" - "10000000"
